Mullah Haibatullah: No One Has the Authority to Distribute Weapons Without My Permission

Kandahar - Tarz Press: In a recent decree, the Taliban leader Mullah Haibatullah has announced that the exclusive right to distribute weapons and military equipment belongs to him, and no other entity has this authority.

The decree, which consists of eight articles, was obtained by Tarz Press. According to the decree, the Ministry of Interior, the Ministry of Defense, and the General Directorate of Intelligence of the Taliban are prohibited from independently distributing weapons. All weapons must instead be delivered to a special institution operating under Mullah Haibatullah’s oversight.

Zabihullah Mujahid, the Taliban spokesperson, confirmed today, Friday, November 8, that this decision was made by Mullah Haibatullah through an eight-article decree. Mujahid stated that the reason behind this decision is to ensure the “proper use” of weapons and military equipment, emphasizing that any distribution will only proceed under direct orders from Mullah Haibatullah.

In the first article of the decree, it is stated that, including the Ministries of Interior and Defense and the Taliban’s General Directorate of Intelligence, no one has the authority to independently distribute or order the distribution of weapons and military equipment without Mullah Haibatullah’s permission.

The second article of the decree specifies that the Ministries of Defense, Interior, and the Intelligence Directorate are required to hand over all military equipment to Mullah Haibatullah’s special institution, which is responsible for the “identification, registration, and safeguarding of public assets.”
