Marshal Abdul Rashid Dostum, the leader of the National Islamic Movement of Afghanistan, has called for the establishment of a parallel government in "exile," stating that this move would not require much expense and is within the capability of Taliban opposition forces.

He urged political leaders to reach an agreement and not wait for foreign intervention. Marshal Dostum added, "Let’s agree on a parallel or exile government and declare a parallel government." According to Marshal Dostum, the head of the parallel government in exile should be someone capable of challenging the decrees of the Taliban leader and rallying opposition forces against the Taliban.
This former high-ranking official and one of the prominent jihadist figures in Afghanistan also expressed hope that if Donald Trump wins the U.S. presidential election, the country’s stance towards the Taliban will change. Marshal Dostum stated, "If Trump wins, to preserve his own and his military’s honor, he will certainly react."
In this virtual meeting, he also emphasized the need for negotiations with the Taliban, but he acknowledged that the Taliban might not be very interested in negotiating with their opposition forces.
